Engaging stakeholders in decision-making process is a participatory approach of governance. The UNDP and World Bank have long recognized the value of participatory approaches not only in evaluation but also in monitoring of development-related activities.
PCIEERD is enhancing its participatory approach of evaluating proposals. On top of the Technical Panel (TP) evaluation process, another process will be added which is the community evaluation to make the whole process participatory. Also, to widen the reach of the pool of TP, scientists elsewhere such as grantees of the PCIEERD Human Resource Development Program (HRDP) (e.g. Balik Scientists) will also be invited to participate in the evaluation.
Considering the volume of proposals being received by PCIEERD (average of 500 proposals per year) and the distance of the community and scientists elsewhere to PCIEERD, the participatory evaluation process will be conducted on-line. This is also to improve the data analytics in the evaluation process which can be used to further improve the process.
I agree that any information pertaining to any project proposals transmitted to me for evaluation purposes by the Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) of the Department of Science and Technology (DOST) will be considered proprietary and confidential.
Confidential information shall not include information previously known to me, the general public, or previously recognized as standard practice in the field.
Likewise, I agree that I will hold all confidential and proprietary information in confidence and will not use such information except as may be authorized by PCIEERD and Proponent of the project proposal and will prevent its unauthorized dissemination. I acknowledge that unauthorized disclosure could cause harm and significant damage to the Proponent. I agree that upon request, I will return all written or descriptive matter, including electronic file of the proposal and other documents forwarded to me as part of the evaluation process.
